Ricardo Anaya demands "the full weight of the law" in the alleged bribery case against PEMEX.

Ricardo Anaya Cortés , coordinator of the National Action Party (PAN) senators, spoke out about the scandal in the United States involving an alleged bribe to PEMEX by two businessmen, one of them a former PAN candidate for governor of Campeche . The legislator emphasized that "the full weight of the law" must be applied regardless of political affiliations, but also accused the Morena party of being implicated in the case.
The United States Department of Justice charges Ramón Alexandro Rovirosa Martínez , CEO of Roma Energy Holdings, and Mario Alberto Ávila Lizárraga , former PAN candidate for governor of Campeche, with alleged acts of corruption and bribery related to PEMEX contracts. During a press conference on August 13, 2025 , at the Upper House , Anaya was accompanied by Elías Lixa , Mayuli Latifa Martínez Simón , and Enrique Vargas del Villar .
The former presidential candidate took the opportunity to question the current federal government's security strategy and its coordination with the United States, reiterating that the "hugs, not bullets" model has failed.
Anaya stated that addressing cases like this requires a bilateral treaty with the United States that establishes clear rules on extraditions, operations, and judicial cooperation.
"It was a complete failure to allow organized crime to spread throughout the country. Based on that recognition, a transparent agreement must be sought with the United States regarding what each government is committed to and what the rules will be."
According to the PAN member, the lack of clear mechanisms hinders accountability and allows cases like the alleged bribery of PEMEX to become politicized.
When asked about the involvement of a former PAN candidate in the case, Anaya stated that the official narrative omits the participation of Morena officials during the government of Andrés Manuel López Obrador .
"Let's not fall into the regime's game. They say this person of PAN origin did something improper, but they don't emphasize that he colluded with Morena officials."
The leader of the PAN party emphasized that no one should be protected, but it should be ensured that all involved parties are investigated .
Anaya's position was clear: if any member of the PAN is involved, they must face legal proceedings. However, he demanded that the same standard be applied to members of Morena.
"If someone from the PAN is involved, let them be prosecuted. But if people from Morena are involved, let the full force of the law also be applied."
With this statement, the opposition leader seeks to reinforce his image as a fighter against impunity, although the case opens a new front of political confrontation between the PAN and Morena.
This scandal comes at a time when relations between Mexico and the United States are experiencing tensions over security, migration, and trade . For the PAN, the case could be an opportunity to question the effectiveness of the federal government, while Morena could use it to expose the PAN's internal divisions.
